Holtec is deploying the next generation clean-energy nuclear power plant with the SMR‑300, a 300‑MWe advanced light‑water Small Modular Reactor designed for passive safety, scalability, and cost-effective deployment. The Palisades SMR‑300 project is a first‑of‑a-kind (FOAK) installation at a licensed nuclear site, executed under full Engineering Procurement Contract (EPC) delivery.
We are seeking an experienced and motivated Site Construction Manager to lead and manage all on-site construction activities, subcontractor execution, cost and schedule management, field operations during pre‑construction, civil works, nuclear & turbine island construction, and systems installation.
We are seeking an experienced Site Construction Manager to lead all field execution activities during pre‑construction activities, civil works, structural erection, and mechanical/electrical installation.
The Site Construction Manager will be responsible for the total management of all field construction operations, including craft labor, field engineering, subcontractors, site logistics, contract administration, cost control, schedule performance, field supply chain, labor union, and client interface.
This position plays a critical leadership role to ensure compliance with all township, state, and federal environmental regulations and permits. This position keeps construction operations synchronized with all Nuclear Regulatory Commission licenses and application submittals. The Site Construction Manager is to ensure compliance without impeding the construction schedule
The Site Construction Manager will oversee major project phases including:
- Site preparation
- Earthwork, excavation, and structural concrete
- Nuclear island and turbine island construction
- Mechanical, electrical & I&C installation
- Startup, turnover, and commissioning support
Responsibilities:
Construction Leadership & Execution
- Oversee total site management, including craft supervision, field engineering, supply chain logistics, contract administration, finance/accounting support, and field project controls.
- Ensure construction execution follows the Construction Execution Plan, Site Work Rules, QA program (including NQA‑1), environmental compliance plan, and project automation plan.
- Direct day-to-day field operations, ensuring progress aligns with schedule, budget, and project milestones.
- Approve field changes, verify installations, and resolve construction challenges in coordination with engineering and licensing groups.
- Lead at least 2 project managers at Palisades and 1 project manager at the Camden office.
Safety, Environmental & Regulatory Compliance
- Lead site safety programs; ensure strict adherence to OSHA, NRC, local, and federal regulations.
- Conduct and document daily/weekly safety briefings, audits, and behavioral observations.
- Manage incident investigations and corrective actions.
- Ensure environmental protection measures (wetlands, protected species, erosion control) are maintained.
Contract & Subcontract Management
- Oversee all project contractual activities on-site, including subcontractor oversight, scope validation, change management, and claims mitigation.
- Participate in development of contract scopes, budgets, formation, negotiation, and performance evaluation.
- Ensure subcontractors execute work per contract, drawings, specifications, and safety/quality requirements.
Cost, Schedule & Project Controls
- Manage field budgets for labor, equipment, materials, and support services.
- Maintain daily logs and track production metrics, earned value, and progress curves.
- Review and validate subcontractor time, progress, and billing.
- Forecast schedule impacts and implement mitigation strategies.
Training, Workforce Development & Leadership
- Lead development and mentorship of field leaders, superintendents, field engineers, and craft personnel.
Client, Stakeholder & Cross‑Functional Interface
- Maintain strong client relationships; serve as the primary point of contact for field activities.
- Coordinate with engineering, licensing, procurement, quality, environmental, maintenance, operations, and project controls teams.
- Communicate issues, risks, or constructability constraints proactively to project leadership.
Minimum Qualifications:
- Bachelor’s or master’s degree in Construction Management, Engineering, or related field OR equivalent workforce experience.
- 10–15+ years of relevant EPC/industrial construction experience
or 15–20+ years of equivalent field experience. - Previous supervisory experience (e.g., Area Superintendent, Area Manager, Field Engineer, Deputy Site Manager).
- Demonstrated leadership on large-scale EPC projects.
- Strong background in construction means & methods, QA/QC, and nuclear or energy sector requirements.
- Ability to interpret engineering drawings, specifications, Primavera P6 schedules, and field documentation.
Preferred Qualifications:
- Nuclear construction experience (NRC‑regulated, DOE, SMR, or large EPC).
- Experience in semiconductor, EV battery, data center, or heavy industrial mega‑projects.
- Knowledge of AWP (Advanced Work Packaging) and OSM (Off‑Site Manufacturing) strategies.
- Proficiency in digital execution tools (Procore, Smart Plant, Oracle Primavera P6, BIM/3D models).
- Familiarity with NQA‑1 quality systems and nuclear safety culture practices.
- PMP, Certificate of Management‑Lean Construction, Certified Construction Manager (CCM), or similar construction/project management certification.
