Position: Project Controls Manager
Location: Camden, NJ; KPS Technology Center
Holtec International seeks applicants for its Project Management department, based at the company’s KPS Technology Campus in Camden, NJ. This department is the company’s management nerve center, working with every aspect of Holtec International to ensure success of the company’s largest projects. The specific position for which candidates are solicited herein is that of a Project Controls Manager, which calls for a dynamic professional with a passion for organizational improvement.
The role of Project Controls Manager is to ensure Holtec is operating with best project management practices and standards across all divisions. This position will oversee the development and maintenance of project schedules and support internal resource planning and allocation. This position will be the direct supervisor of project controls personnel. While supervisory functions will be the primary responsibility, direct involvement is also expected, with a focus on establishing the enterprise project controls, scheduling, and work management framework for the Small Modular Reactor program lifecycle.
Essential Job Functions:
- Oversee the development and control of Holtec’s Project Controls department, supporting multiple organizations, including: Nuclear Power Division, Consolidated Engineering Division, Small Modular Reactor, Heat Transfer Division, and the three U.S.-based Manufacturing Divisions.
- Supervise and develop a team of Project Controls representatives with anticipated future growth.
- Evaluate and update current procedures or develop new procedures to match project controls best practices and standards.
- Coordinate with internal information technology and software development teams to develop continuous improvement initiatives for Holtec software applications.
- Own the Integrated Master Schedule (IMS) for the SMR program
- Lead schedule development across all phases of the SMR lifecycle, from detailed design through plant startup in coordination with Engineering, Licensing, Procurement, Manufacturing, and Construction.
- Identify schedule risks, constraints, and conflicts, and drive cross-functional mitigation and resolution strategies.
- Promote disciplined schedule updating practices to maintain realistic, executable plans that reflect actual field and engineering progress.
- Ensure integration of cost baselines into the IMS within compliance of DOE-level Earned Value Management (EVM) rigor.
- Prepare and present schedule status reports, dashboards, and briefings for internal leadership and external stakeholders as required.
- Work with Project Management to develop, maintain, and control client project schedules and across multiple business needs to support project planning, communication, and Earned Value Management (EVM) reporting, including: Spent Fuel Wet and Dry Storage, Heat Transfer, and Government Contracts.
- Collaborate with Engineering and Fabrication department managers on internal resource management schedules to improve work process and assignment efficiency.
Minimum Skills and Qualifications:
- B.S. in Engineering, Construction Management, Project Management or related technical discipline
- PMP, PMI-SP, or equivalent project management or project controls certification
- 9+ years of experience in project controls, planning, scheduling, or work management on large, complex engineering or capital projects.
- High-proficiency in Primavera P6 for development and maintenance of integrated, logic-driven schedules
- Strong technical proficiencies with project management principles, including EVM, change management, commitments, budgeting, and monthly forecasting
- Strong time management, problem solving, and organizational skills with proven ability to manage conflicting priorities
- Must be eligible to work under DOE 10CFR Part 810
Preferred Experience:
- Experience developing schedules spanning design, regulatory/licensing, procurement, fabrication, and construction phases.
- Experience supporting nuclear, energy, or other highly regulated DOE or government programs.
- Familiarity with U.S. NRC licensing processes and regulatory milestone scheduling.
Salary range: $155,000 – $175,000
